Medical Risk Services Limited (MRSL) was founded by Roger Houston in 2004. Having been the youngest Assistant General Manager in Zurich Financial Services globally, Roger has developed considerable experience of how an insurer usually manages claims – including personal injury and medical negligence. He was recruited into the NHS Litigation Authority to make the Government indemnity for hospitals (Clinical Negligence Scheme for Trusts - CNST) work. After around nine years Roger moved to a similar role in the MDU.
Having seen the impact of objective medical insight on injury and medical negligence claims, Roger founded MRSL. MRSL’s clients include many household names in the insurance business – such as Zurich Financial Services and Royal and Sun Alliance (RSA). MRSL continues to provide services to insurers to repudiate or settle personal injury, medical negligence and healthcare cost claims. Chris Cloke Browne has been working with MRSL for around nine years – assisting in developing its client base. He became a director in 2016.
MRSL has held its Financial Conduct Authority permissions for insurance broking since 2012. In 2016, in response to observing the poor way in which medical indemnity was proposed to insurers and underwritten as risk assessors for various brokers, Chris and Roger decided to embark on their own brokerage business – MRSL Enterprise.
As a PhD engineer with a career spent analysing and pricing complex risks in investment banking, Chris developed a sophisticated approach. During his banking career, Chris was co-winner of the Risk Magazine Quant[itative Analyst] of the Year award for work his team published on risk analysis and pricing. A conversation with Dr. Rob Baylis, a Hampshire based consultant anaesthetist and pain management specialist, provided the practical insight into how the relevant data could be quickly and simply obtained. Roger and Chris took their approach, run through Rob’s own data from his pain management business, to some leading insurers who welcomed the insights that we brought. With the insurance support in place, MRSL Enterprise was in the indemnity business and is continuously developing this further.
The business is headquartered in Basingstoke, the home of MRSL where a team of up to five provide operational and administrative support. The business also maintains an office near Lloyd’s in London as we frequently need to meet with underwriters to discuss client needs. The dental and medical risk assessments are provided by up to thirty senior healthcare professionals who consult for MRSL.
